Solution I ended up going with was the `structure_sync` module, since it has the utilities to import/export these taxonomies. Taxonomy terms get exported through `drush export-taxonomies` and it generates a `structure_sync.data.yml` file which holds those terms. You can then import those changes with `drush import-taxonomies`
